Evaluation

In most dictionaries, evaluation is defined as “making a judgement about the value or merit of whatever is being evaluated.” In order to evaluate something, the evaluator must decide what is being evaluated and the criteria used to judge its value. Evaluations can serve different purposes, such as to provide information for better decision-making, to report on past actions, or to defend the importance of a program.
